This wasn't a popularity contest or a paid award. Utah's Division of Purchasing ran a formal request for proposals (Solicitation #SB26-4) under the Utah Procurement Code, and an evaluation committee of four subject-matter experts — drawn from the Department of Corrections, the Department of Public Safety, and the Department of Government Operations — scored every proposal on technical merit and cost.
